Kāinga Ora engaged RCP to serve as their client representative and to facilitate the relationship between Kāinga Ora and the large civil infrastructure alliance, LEAD Alliance, for their multi-billion-dollar Auckland housing development programme.

With an ambitious goal of delivering 150,000 houses in ten years by demolishing 50,000 state houses and building infrastructure to enable housing intensification, Kāinga Ora needed a client representative and programme and project managers who could help facilitate a complex programme of work. With a need to rapidly upscale their capability and capacity resulting from their newly formed organisation, Kāinga Ora looked to RCP for support.

As the client representative and key interface between LEAD Alliance (formerly Piritahi) and Kāinga Ora, RCP is wearing multiple hats, including programme and project managers, with sole custodianship and responsibility for the scope, programme, and cost across three of the five Auckland development precincts, representing approximately $300 million in value of infrastructure investment.

RCP has been supplementing Kāinga Ora’s organisational structure with our client representative, programme, and project management expertise. RCP’s longevity with the programme has been crucial to its ongoing success, with RCP now one of the longest-serving team members.

With RCP’s extensive residential and infrastructure experience, the team have been instrumental in helping to create procedures and policies to streamline delivery and develop consistency across a large programme of work involving multiple partners, stakeholders, and impacted community members. Over time, RCP’s involvement and creation of clear communication channels, processes, and policies have resulted in stronger working relationships between Kāinga Ora and LEAD Alliance with an uplift in morale and a reduction in programme costs and delays.

In the recent renewal of the contract between Kāinga Ora and LEAD Alliance, RCP team members also played an important role in providing advice on how the alliance could be improved, with delivery being optimised.
