Biography

Jack Bourke is Head of Strategic Engagement at RCP, advancing a clear proposition: engagement is the enabling system that determines whether complex projects earn legitimacy, sustain public confidence, and endure over time.

Jack works at the intersection of infrastructure, environment, culture and community, supporting projects where scrutiny is high, impacts are long‑term, and technical correctness alone does not determine what is publicly possible.

With more than 20 years’ experience as an international and New Zealand‑based executive, Jack has worked at governance and C‑suite level across infrastructure, regeneration and service environments. Prior to returning to Aotearoa New Zealand, he served as an Executive Lead for global telecommunications business operating across the Pacific, Asia, the Caribbean and the Americas.

Jack is increasingly active in Canada, advising public sector and infrastructure partners in Indigenous‑led environments, applying engagement approaches developed in Aotearoa where responsibility is long‑term, relational and grounded in cultural intelligence. His work emphasises humility, listening and the discipline to engage before decisions harden.

A New Zealand‑born Tongan, Jack is known for his ability to bridge technical, institutional and community perspectives, bringing culture into the room as method rather than symbolism. Alongside his professional practice, he is an active opera singer and uses music as a tool for connection in civic and community settings

When I wear my ta’ovala (Tongan attire), it reminds me of the journey I’m on and how special it is to have my parents with me. My parents sacrificed a lot so that my siblings and I could excel. 

But culture was never one of them. 

Now, as I navigate the cultural engagement space, I am grateful to be able to honour my parents, wearing my ta’ovala as I bring people, businesses and communities together.

As I’ve worked with stakeholders across countries and cultures for the past 20 years, and particularly as I’ve worked in Aotearoa over the past year connecting private, government, iwi and community organisations, I believe that true engagement and partnership should be based on clear intention, honesty, and transparency.
