Phase 01 of the Surrey Centre Block Development marks the beginning of a major new chapter for Surrey City Centre and the first stage of a landmark partnership between the City of Surrey, through the Surrey City Development Corporation (SCDC), and Simon Fraser University (SFU).
Rising in the heart of the city’s downtown, the 454,000-square-foot mixed-use tower will house SFU’s new medical school, civic office space, active ground-floor retail, and a connected public plaza. Together, these elements will establish a new focal point for Surrey’s downtown and a model for civic and academic collaboration in Canada.
Located adjacent to Surrey Central Station, the project reflects the city’s long-term vision for a connected, high-performing urban core that attracts talent, investment, and innovation.
RCP British Columbia has been appointed as Development Manager for Phase 01, leading the project’s delivery on behalf of the joint-venture partners. Working closely with the City of Surrey, SCDC, and SFU, RCP is establishing the governance, procurement, and delivery frameworks required to move the development from vision to execution.
RCP's role spans design management, consultant procurement, permitting coordination, and stakeholder engagement, ensuring the project advances with clarity, accountability, and pace. This includes implementing best-practice processes to manage cost, risk, and schedule while maintaining the high civic and institutional ambitions that underpin the project.
Through this leadership, RCP is helping to create the foundations for a project that will define Surrey’s next chapter, serving as a civic and academic anchor that strengthens the city’s downtown, supports its growing population, and sets a new benchmark for public-sector collaboration in Canada.
